CIVILIANS Running for the Cure (CIBC Breast Cancer Run/Walk)

Dear Civil Engineering Faculty, Staff, Students and Friends:

You are all invited to join our team for the annual CIBC Run for the Cure on the morning of *Sunday, October 3, 2010*. This is a recreational charity run/walk that raises funds for the Canadian Breast Cancer Foundation. It's getting bigger every year. This year the start line will be right on campus.

There are multiple ways to get involved in this annual event:
- 1K run/walk
- 5K run/walk
- Donations (follow this link http://tinyurl.com/donatetocivilians)

The idea was initiated by Nelly Pietropaolo in coordination with a number of students, staff and faculty members who are all very excited about having our own team. So we registered a team for our department. This is an invitation to join our team, Civilians. All friends, family and coworkers are encouraged to join for this worthy cause. It's a lot of fun!

To register for the run or to make a donation, go to:
http://www.runforthecure.com/site/TR/RunfortheCure/Ontario/585562109?pg=team
&fr_id=1100&team_id=3575
Or try this link: http://tinyurl.com/joincivilians Click on "Join Team"
Our team name is "Civilians"

Registration is free if you commit to raising $150 (raising about $15 each from 10 friends and family members). Or you can just pay $40 as a registration fee.

It should be straightforward. But please drop us an email
(cegsa@ecf.utoronto.ca) if you have any questions. We'll send information regarding our meeting place and time in a later email.

See you there!

Re: USW General Membership Meeting - October 12, 2010

By email of January 11, 2010, members of PDAD&C and Professionals/Managers were advised of the dates and times of the three USW general membership meetings scheduled for 2010. The link to this information may be found at http://www.hrandequity.utoronto.ca/news/memoranda/0910/20.htm

This is a reminder that USW has scheduled a General Membership meeting for October 12, 2010 at 12pm. The meeting will be held on the St. George campus with video conferencing at UTSC and UTM.

The meeting locations are as follows:

St. George
OISE Auditorium, room G162

UTM
South Building, room 3130 (Council Chambers)
(via video conference)

UTSC
Management Building, room MW229
(via video conference)

In accordance with the terms of the staff-appointed collective agreement between the United Steelworkers and the University of Toronto, "employees will be given time off (not to exceed two (2) hours), with no loss of regular straight time pay, up to three (3) times per year to attend General Membership Meetings of the Local Union".

We ask that those staff-appointed employees wishing to participate in the meeting who are represented by USW be permitted to leave at 11:45 a.m. in order to participate in the meeting.

Please note that in accordance with the terms of the collective agreement employees who will be attending the USW general meeting must notify their manager at least one week in advance of the meeting date. This meeting includes the employee's lunch period if it would normally occur at or about this time. Managers should expect their employees to be back to work by 2:15pm or thereabouts.

[PDADC-L] Accommodations for Students Voting in the Municipal Elections - October 25, 2010

PDAD&C#13, 2010-11

To: PDAD&C
From: Cheryl Misak, Vice-President & Provost
Date: September 21, 2010
Re: Accommodations for Students Voting in the Municipal Elections - October 25, 2010.

In the interests of encouraging civic and community engagement among our students, I request that whenever possible, reasonable accommodation be provided to students wishing to vote in the upcoming municipal elections.

There may be circumstances when a scheduled academic activity (such as a test or mid-term exam) may interfere with a student's ability to vote. For instance, since the polls do not open until 10:00 a.m. (in both Toronto and Mississauga), a student who is a full-time employee and attends class in the evenings might find it difficult to travel back to his or her electoral district to vote.
Please ask instructors who have scheduled compulsory and/or graded academic activities on October 25th to raise the issue with their students at the earliest opportunity.

Should instructors have an academic activity scheduled on October 25th, they should encourage students to use a method that will cause the least amount of disruption to their classes-voting by special ballot or at advance polls. But In circumstances when students have not used one of these methods, every reasonable opportunity should be given to them to make up work that they miss.
If you have any questions about election-related issues as they relate to students of the University of Toronto, please contact either Mike LeSage or Jim Delaney.

For general issues and information related to the municipal elections: Mike LeSage, Research Analyst, Government, Institutional and Community Relations mike.lesage@utoronto.ca / 416.948.2220

On accommodating students who wish to vote: Jim Delaney, Director, Office of the Vice-Provost, Students jim.delaney@utoronto.ca / 416.978.4027

[PDADC-L] Staff Announcement - University Relations

To: PDAD&C
From: Judith Wolfson, Vice President, University Relations
Date: September 21, 2010
Re: Staff Announcement – University Relations

It is with mixed emotions that I am writing to announce Rob Steiner's departure from his current role as Assistant Vice President, Strategic Communications to become the founding Director of the Journalism Lab at the Munk School of Global Affairs. As the Director of the Journalism Lab, Rob will have a mandate to incubate and develop new models of education in professional journalism that draw on the strength of the Munk School of Global Affairs and the University of Toronto in an era of increasingly specialized and globalized media.
Rob will be leaving his position as Assistant Vice President on Oct. 15. He will, however, continue to work with University Relations on a number of matters and will be available to offer strategic advice on issues of concern until a new Assistant Vice President is in place.

Rob has been a wonderful colleague and an extraordinary and creative leader for the Department of Strategic Communications. As a result of his leadership and the efforts of the staff, our media relations, our web sites, our Brand and marketing strategies, and our internal communications have deepened and grown. Since Rob’s arrival at the University of Toronto in 2005, he has provided invaluable strategic advice on a host of issues and has been a tremendous ambassador and spokesperson for the university in many venues. His courage, creativity and commitment to the university and all it stands for, have defined Rob’s role over the past five years.

I am confident that the Department will continue to advance the range of projects in which it is currently engaged and the new strategies which are under development. Daily operations in the Department of Strategic Communications will report, through the directors now in place, to me until Rob's replacement is in place.

We wish Rob luck in this exciting new project with our enormous thanks for his service in the role he is now leaving.

The CIO roundtable conversations have begun, entitled "One Million Acts of Innovation," which has sparked collaboration between CIOs and industrial engineering students in the Department of Mechanical and Industrial Engineering. MIE will participate in the launch event at the offices of Miller Thomson, on Wednesday, September 22nd.

There are another seven sessions planned over the next year. If they succeed, these loosely-organized executives will redefine how we measure the role of CIOs in innovation on a national level, not just within their individual companies or industries. And maybe how we define innovation itself.

[PDADC-L] Professor Luste's September 10th, 2010 Letter

September 14, 2010

Professor George Luste
President, University of Toronto Faculty Association
By Email- Public Letter

Dear Professor Luste

The Provost, Professor Cheryl Misak, has responded to your public letter dated September 10th, 2010, raising concerns about academic planning. We are pleased that, as Professor Misak pointed out, Dean Meric Gertler has now embarked on appropriately wide-ranging consultation as part of the academic planning process in the Faculty of Arts and Science. While we understand UTFA's concerns about the initial phase of the exercise, we also both feel obliged -- after some consideration and after numerous expressions of dismay by staff members -- to write concerning an unfortunate sentence in UTF A's open letter.

We are both proud to be professors at the University of Toronto who happen to be temporarily in 'administrative exile'. Over the years, we have tirelessly championed the excellence of faculty and librarians at the University and we have continued ourselves to contribute in a modest way to the research and teaching mission of this great university. However, UTF A's public letter over your signature claims that the University’s "well-deserved place of honour and pride in the international pantheon of elite institutions of teaching and research" is due only to your members "and no one else". With great respect, we have to disagree strenuously with that sweeping claim.

Over the decades, thousands of individuals on staff at this institution who were or are not members of UTF A have made a huge contribution to every aspect of our University. In one sentence, your letter has dismissed them all.

Furthermore, UTFA's claim makes no acknowledgment of the contributions of tens of thousands of current students who are the ultimate reason why any university exists, or the generations of outstanding students who have brought their talent, intellect, and enthusiasm to our institution -- and have then gone out as alumni to make their mark on the world.

We appreciate that this matter was not the central point of UTFA's open letter, which is why we hesitated at first to write. Knowing your personal perspectives on staff and students, George, we are also confident that it was never your intent to dismiss, out of hand, the contributions of staff, students and alumni. However, given the wide circulation of UTFA's public letter and the wording of the sentence at issue, we respectfully urge you to issue a clarification.

With thanks in advance and best wishes,

Yours sincerely,

David Naylor,
President

[PDADC-L] Call for New Connaught Review Panel Members

ANNOUNCEMENT

TO: Principals, Deans, Academic Directors and Chairs
FROM: Professor R. Paul Young, Vice-President, Research
DATE: 13 September 2010
RE: Call for New Connaught Review Panel Members

Further to my earlier communication regarding the launch of the new suite of Connaught Programs, I am at this time soliciting volunteers and/or nominations for appointment to the Connaught Review College. Vacancies have arisen due to the normal rotation of membership. The Connaught Review College comprises five disciplinary review panels:
 Humanities
 Life Sciences – Epidemiology & Health Outcomes
 Life Sciences – Molecular, Cellular & Integrative Biology
 Physical Sciences & Engineering
 Social Sciences

These review panels are responsible for assessing and making recommendations to the Connaught Committee on applications for funding to the new Connaught Programs:
 Connaught Global Challenge Award
 Connaught New Researcher Award
 Connaught Innovation Award
 Connaught Summer Institute
 McLean Award
These programs present a new and exciting opportunity to support the University's finest researchers in niche areas of research and innovation.
Connaught Review College members are expected to have a strong academic reputation. Members should not have previously served as a Connaught Review College panel member and would not be eligible to receive funding from one of the new Connaught Programs during the tenure of their membership. Members will be appointed for three year terms. Previous members of the Review Panels report that the work is extremely enjoyable and provide an opportunity to participate in the allocation of significant resources to U of T research initiatives of the highest calibre.
I look forward to receiving your nominations by September 30, 2010. If you require any further information, please contact Melissa Tetley, Secretary to the Connaught Committee at connaught.secretariat@utoronto.ca

G20 WIDEN: On Civil Liberties in Response to G20 events

G20 WIDEN: On Civil Liberties
curated by Morgan Vanek & Jessica Duffin Wolfe

Wednesday, September 22, 4:00-6:00 pm, Gradroom at Grad House, 66 Harbord St.
http://www.widentoronto.com/on-civil-liberties/
http://www.facebook.com/event.php?eid=108804849178704

All are welcome. No advance registration is required.

Presentations:

Civil Liberties in Comparative Perspectives: G20 Under the Lens of Global South Studies

Hicham Safieddine, Near and Middle Eastern Civilizations

The G20 events shed an extremely critical light on our understanding of the rule of law, the upholding of civil liberties, the perimeters of policing, and the right to freedom of expression in a free country. These pillars of liberal democracy were shaken in the minds of many yet remained a point of reference for both state and society, including dissenters. While much was said about the violation of the norms of liberal democracy, little was said about the implications of what happened on our understanding of the same concepts in relation to countries in the global south. I will explore this relationship and reflect on the lessons we can draw about our Canadian society and how it frames questions of security, democracy, rule of law, as well as violent versus peaceful means of change in the global south.

Making Civil and Political Rights Real: Issues, Tactics, and Concerns

Aditya Badami, Law

Provisions aimed at advancing equality are entrenched in laws, constitutions and international agreements, but individuals experience large gaps in the enjoyment of these provisions and have vastly unequal political voice to claim them. My presentation investigates how the gap between legal rights on paper and their equitable implementation in practice can be bridged. More specifically, we shall explore how the civil and political rights guaranteed in constitutions and legislation can be made real on the ground. What are some of the background factors that make the rights they guarantee meaningful?
What are the mechanisms that can increase their impact? What civic action needs to be taken in order for these rights to be claimed? In sum, my presentation will seek (provisional) answers to these questions by examining the evidence in the literature of what it takes to get the civil and political rights that are outlined in legislation and constitutions implemented in practice.

How to Do Things with Words: “Unlawful Combatants,” and Civil Liberties

Michael Donnelly, English

Loaded phrases such as “enhanced interrogation techniques,” a favourite of the Bush administration and Post-9/11 media establishments, or “refined interrogation,” the preferred term for the Waffen-SS, destabilize the distinction between lawful persuasion to reveal and unlawful coercion under duress–or “torture.” I argue that since the late eighteenth century an increasing degree of semantic play has been employed to violate agreed upon rights conferred by exploiting the definitional incompleteness of “torture.” In my talk, I shall direct Post-9/11 discussions of democratic torture towards the influences of semantics, and excavate how phrasing has shaped administrative procedures and redefined the limits of civil liberties in the supposed “new paradigm” that George Bush claims we live.

Directions: To get to Grad Room in Grad House, enter through the coffee shop on the North-East corner of Spadina and Harbord and then go down the stairs at the back. An elevator to the room is accessible through the main entrance of the Grad House Residence.

WIDEN Website & Forum

WIDEN (Workshops for Inter-Discipline Exchange & Novelty) has a new website & forum! Please look for us at www. widentoronto.com. A WIDEN forum is available for inter-disciplinary connections and discussion through our Find Accomplices tab.

Call for WIDEN Presenters

WIDEN (Workshops for Inter-Discipline Exchange & Novelty) is currently soliciting proposals for its 2010-2011 season. The series aims to reveal the shared projects and symbiotic insights emerging from the inquiries of graduate students in Toronto. Each workshop consists of three 10- to 15-minute presentations of research on a common theme by graduate students working in three different disciplines, followed by a half-hour of discussion.

Though WIDEN welcomes all proposals on an ongoing basis, at the moment we are especially hoping to fill the final spots on our fall panels on Pain, and Death (our Halloween edition). Proposals need only describe an idea in brief, and announce the discipline or program in which the student is working. Presentations may consist of original research, or may address how a particular discipline responds to the theme at hand.
Please contact Jessica Duffin Wolfe at j.wolfe@utoronto.ca to submit a proposal, or to join our mailing list.

Other panel themes currently under consideration for 2011 include Blood, Green Energy, Piracy, Copyright, Allies, Inheritance, Perception, Evidence, Love, Property, the Moon, Smallness, Place, Autism, Orientation, Reproduction, Manners, Sex, Israel-Palestine, Citizenship, Propriety, Heat, Waste, Reality, Home, and Virtues. In addition to or instead of submitting presentation ideas, please feel free to suggest other themes, or dates that might be worth commemorating with a workshop--we're always eager to program events that coincide with pertinent anniversaries.

Metal Machining Program

The Faculty of Applied Science Engineering is introducing a voluntary program by which students can gain introductory experience at metal machining and welding. Students will have the opportunity to receive hands-on training in George Brown’s extensive and up-to-date machining facilities. Engineers with a firm understanding of machining principals and limitations can design systems for quick and easy manufacture. Further, students interested in the vast array of campus groups such as the Solar Car Team and Formula SAE will find this training invaluable. All current U of T engineering students (undergraduate and graduate) are welcome to participate, including those on PEY.

There are three short courses available; each course is two days long and runs on successive Saturdays. There is a fee for each course; receipts will be issued for tax purposes. The three courses in this machining and welding program are as follows:

1/ *Basic Machining (lathe, mill, drill press)
2/ *Advanced Machining (pre-requisite: the Basic Machining course)
3/ Introduction to Welding
* Students who successfully complete these two courses will have access to the George Brown Machine Shop following the program for work on their academic projects.

Course registration begins online September 2010.

SGS: Graduate Only Transcript Option

SGS #003, 2010-2011

TO: Graduate Chairs and Directors, Graduate Coordinators and Administrators

FROM: Heather Kelly, Director of Student Services, Rodney Branch, Director of Information Systems

CC: University Registrar, College and Divisional Registrars School of Graduate Studies Staff

DATE: September 9, 2010

RE: Graduate Only Transcript Option
_____________________________________________________________________________________

The School of Graduate Studies is pleased to announce that as of fall 2010 graduate students or alumni of graduate programs now have the option of selecting only the graduate portion of their academic record to be displayed on their transcript.

Separate graduate transcripts exist at other institutions (e.g., University of Western Ontario, University of Waterloo) and there are many awards and positions which only require a graduate transcript. This option will therefore ensure that our graduate students have the same advantages and opportunities as their colleagues at other institutions.

The student’s registration history summary and the degrees conferred at any level are still included on the transcript. The format of the consolidated transcript would remain but the sessional registration and course detail from undergraduate divisions would be suppressed. All graduate registrations will be included. The full undergraduate/graduate transcript remains the default when ordering a transcript but graduate students and alumni may request the “graduate only” option when they order transcripts on the Student Web Service (SWS) or at the University of Toronto Transcript Centre.

Please note that electronic transcripts (EDI transcripts) requested through the Ontario University Application Centre (OUAC) will be in the full version. This is appropriate as most transcripts ordered through OUAC are to support applications for admission or for accreditation through the Ontario College of Teachers and a full transcript is required.

Should you have any questions about this initiative, please contact Heather Kelly at
heather.kelly@utoronto.ca or Rodney Branch at Rodney.branch@utoronto.ca.

SGS: Offers of Admissions Conditional upon Satisfying the English Language Facility Requirement

SGS #002, 2010-2011

TO: Graduate Chairs and Directors, Graduate Coordinators and Administrators

FROM: Brian Corman, Dean of Graduate Studies and Vice-Provost, Graduate Education

CC: Council of Graduate Deans, School of Graduate Studies Staff

DATE: September 9, 2010

RE: Offers of Admissions Conditional upon Satisfying the English Language Facility Requirement
___________________________________________________________________________

In an effort to facilitate access to graduate studies for applicants from non-English language speaking countries, the School of Graduate Studies (SGS) will permit graduate units, starting with the 2010-2011 admissions cycle, to issue offers of admission conditional upon the applicant satisfying the English language facility requirement (ELF) by the deadline to register. Failure to provide proof of language facility by the registration deadline will result in the withdrawal of the offer of admission. No exceptions or extensions will be permitted.

The offer of conditional admission is at the discretion of individual graduate units, which may continue to insist that ELF requirements are met before an offer is made. Note that there is no change to the SGS minimum admission requirements as all graduate applicants must still demonstrate their capacity to pursue a graduate-level program in English. Applicants will continue to be asked to submit an English facility test score that meets the University’s minimum requirement for admission at the time of application. As per current admission policies and procedures, applicants who have completed a program of study at a university where the language of instruction and examination was uniformly in English (excluding Canadian citizens who studied at a Canadian university where the language of instruction is French), and applicants who completed programs of study at universities in certain countries as listed in the SGS Admissions Guide, are exempt from the ELF requirement.

Graduate units therefore cannot waive ELF requirements but now can determine when applicants must satisfy this requirement (i.e. at application or prior to registration). However, applicants who have been issued a conditional offer should be encouraged to provide a test score as soon as possible to clear the outstanding ELF condition so that a firm offer of admission can be issued; this may help facilitate a successful student visa application.

Note that a graduate unit still may put forward to SGS for non-standard consideration an applicant who falls slightly below the ELF requirement. If this request is approved, the unit may issue an offer of admission with no ELF condition. However, to minimise potential problems with international students arriving with indeterminate status, all such non-standard cases must be submitted to SGS no later than August 1, December 1 and May 1 for the fall, winter and summer academic cycles respectively.

In the absence of a test score, graduate units may still require some evidence of an applicant’s English language proficiency before making a conditional offer; in this case we suggest using other tools such as a writing sample, an interview by telephone, or recommendation from a trusted third party with direct experience with the applicant’s language proficiency.

We hope that this change will be helpful to academically qualified international applicants who have been unable to secure a test date or reside in a region where testing has been disrupted. Should you have any questions, please consult the Director of Student Services, Heather Kelly, at heather.kelly@utoronto.ca, or your Divisional Student Services Officer.

WIDEN (Workshops for Inter-Discipline Exchange & Novelty) - Call for Presenters

WIDEN (Workshops for Inter-Discipline Exchange & Novelty) invites proposals for its 2010-2011 season.

WIDEN aims to reveal the shared projects and symbiotic insights emerging from the inquiries of graduate students at the University of Toronto. Each workshop consists of three 10- to 15-minute presentations of research on a common theme by graduate students working in three different disciplines, followed by a half-hour of discussion.

Call for Presenters

While WIDEN welcomes all proposals on an ongoing basis, we are currently looking to fill the final spots on our fall panels on Civil Liberties (our G20 edition), Pain, Plants & Gardens, and Death (our Halloween edition).

Other panel themes currently under consideration for 2010/11 include Allies, Inheritance, Perception, Evidence, Love, Property, the Moon, Smallness, Place, Autism, Orientation, Reproduction, Manners, Sex, Israel-Palestine, Citizenship, Propriety, Heat, Waste, Reality, Home, and Virtues. Please feel free to suggest other themes, or dates that might be worth commemorating with a workshop--we're always eager to program events that coincide with pertinent anniversaries.

Student Affairs
"ASKme" Ambassador Program

Student Life, in partnership with the Provost’s Office and Human Resources, is pleased once again to launch the ASKme program on the St. George campus for fall 2010. Introduced in 2008, the program is one more way to provide a welcoming and supportive environment for new students arriving on the St. George campus this September. This year the program will run from September 7 to 17.

Staff who would like to participate will be provided with an information package and an ASKme badge to wear while walking around the campus, identifying them as someone students may approach with questions.

Since faculty members already play a major role in assisting students to transition to university we do not plan to email individual invitations. However, we hope that some faculty members will be willing to act as ASKme Ambassadors as they walk around the campus.

Engineering Lectures begin Tuesday, September 7

Message from Barbara McCann, Faculty Registrar

Subject: Engineering Lectures begin Tuesday, September 7

Dear Colleagues:

I'd like to draw your attention to the first day of lectures in the 2010-2011 academic year, Tuesday, September 7. This is a Tuesday, the day after Labour Day.

The start date was moved up by two days from the originally-approved date due to a previously missed 1974 Governing Council resolution. One benefit as a result of this change is that our term will end two days earlier on Monday, December 6th, which will result in a longer final examination period in December with hopefully, fewer conflicts.

For those of you who may not have been around, the 1974 Governing Council resolution states that the first day of classes in all teaching divisions should not be scheduled on the first and second days of Rosh Hashanah which falls on September 9th and September 10th. This means that we need to modify our lecture start-up date accordingly.

If by chance your first class does not start until Thursday, September 9th or Friday, September 10th, please accommodate students who celebrate this holiday as you would normally accommodate.

Thanks for your understanding about this shift of dates. If you have further questions or concerns, please contact me at email registrar@ecf.utoronto.ca and we'll do our best to help.

Sincerely,

Barbara McCann,
Faculty Registrar
Faculty of Applied Science and Engineering
