Copyright Compliance at the University of Toronto Update

PLEASE CIRCULATE WIDELY TO FACULTY MEMBERS AND STAFF.

With a new term commencing, it is a good time to provide you with an update on copyright compliance at the University of Toronto and on the options for faculty to make “in copyright” materials available to students.

The University takes its copyright obligations seriously. As such, we are committed to providing faculty, staff, and students with accurate and up to date copyright information.  The copyright landscape in Canada has changed significantly in the last few years.   In 2012, the Copyright Act was significantly amended, including among other things a broadening of educational use provisions.  Also in 2012, the Supreme Court of Canada released a series of decisions that point to a broader and more generous interpretation of “user rights,” including fair dealing.  There have been developments in the area of Open Access, and the expectations regarding copyright in the scholarly publishing world are evolving. Technology continues to change rapidly. The expectations of content creators and content users are being tested in a variety of ways, including in litigation.

Attached to this memo are links to a suite of resources that will assist you, as a faculty member or staff member, as you navigate these rapidly changing waters.

•          Copyright Basics and Copyright FAQs:  This is a new, updated document that presents detailed information on your rights and obligations under Canadian Copyright Law and our license with Access Copyright.

•          Copyright Roadmap (attached):  This document lays out a brief set of steps to consider as you analyze a copyright issue.

•          Fair Dealing Guidelines:  Published in 2012, these guidelines remain a very important tool in assessing fair dealing.

•          List of copy shops licensed by Access Copyright for printing and sale of course packs:  Faculty should only use these licensed copy shops or the University of Toronto Bookstore operated by the University of Toronto Press for paper coursepack printing and distribution.  It is important to note that the University continues to work closely with the University of Toronto Bookstore to provide course materials to students.  To produce a paper coursepack, faculty members can contact their usual textbook coordinator at the Bookstore who can explain the process or contact CSPI directly at 416-929-2774 or email info@coursepack.ca.  Please note that when paper coursepacks are not pedagogically necessary, you will be able to save students money by linking in Blackboard directly to resources licensed by the library or by scanning a document directly into Blackboard as permitted under the Fair Dealing Guidelines or our Access Copyright license.  Please refer to the Copyright Basics and Copyright FAQs site for more detailed information.

New Fair Dealing Guidelines

RE: New Fair Dealing Guidelines

Copyright is an evolving legal concept, and recent developments have accelerated that evolution. This week, Bill C-11, the federal legislation that amends the Copyright Act, is expected to be proclaimed in force. Also of importance, during the summer the Supreme Court of Canada issued significant copyright decisions, including one involving the K-12 education sector. One component of copyright that continues to evolve is the concept of "fair dealing". These are activities involving copyrighted material that do not require the permission of the person or entity holding copyright, but that are considered to be "fair" in the circumstances.

As has been discussed in various fora, in recent months the University has been working diligently at updating its Fair Dealing Guidelines, with the aim of using them as part of its approach to copyright compliance. Those new Guidelines are attached. They, combined with existing licenses of various kinds, will assist our faculty and staff in their use of material that is subject to copyright. The next stage will be to develop practices (and practical guidance), in consultation with faculty and students, on specific topics and questions with respect to fair dealing.

Energy & Resource Management Fund

The University of Toronto's Department of Facilities and Services is pleased to announce an exciting opportunity for students, staff and faculty to put their environmental ideas into action. The Energy & Resource Management Fund promotes the implementation of projects that reduce greenhouse gas emissions by improving energy and resource efficiency on campus. Some recent projects have included the installation of efficient lighting and occupancy sensors, energy-saving air conditioners and ventilation systems, and improvements to make windows more efficient. Applications will be accepted on a rolling basis until August 31, 2012.

[FASE] Welding & Machining Program

Welding & Machining Program

All U of T Engineering students can gain introductory hands-on experience at metal machining and welding at George Brown College. Such skills will be highly valuable in your academic program and engineering career.

There are three short courses available; each course is two days long and is offered on weekends. There is a fee for each course; you pay on-line using a major credit card. Receipts will be issued for tax purposes.

1/ Basic Machining (lathe, mill, drill press)
2/ Advanced Machining (pre-requisite: Basic Machining)
3/ Introduction to Welding

CDA-Gary Salmon Memorial Scholarship




The Canadian Dam Association (CDA) is offering a $5000 scholarship. to full-time post-graduate students in honour of the late Gary Salmon, P.Eng . Potential candidates should be attending a Canadian university or college in the academic year 2011/2012; and whose research program of study focuses on aspects related to dam safety and/ or the management of dams. The CDA would very much appreciate if you could distribute this notice to potential applicants at your institution.

Application form and details of required supporting documents are attached and can be viewed and printed from the CDA Website www.cda.ca. In addition to the application form, applicants are required to submit:
 A 500-word synopsis of the proposed research project
 Official course transcripts
 A statement from the program chairman/director endorsing the application.
 Two letters of references

Doug Hall is a first-season judge on ABC's American Inventor show and the founder of Eureka! Ranch. In this new TV series he will showcase the undiscovered talent, energy and raw passion of everyday inventors who have yet to unleash their ideas to the public.

Engineering Career Fair - You're Next 2011 - January 13, 2011

Please send this message below about this year's Engineering Career Fair that is taking place on January 13, 2011 to all your faculty, instructors and graduate students. Undergraduate students are receiving notice of this event through their program student liaison officers and Eng Soc. This is a great event for all students (undergraduate and graduate) and I'd encourage faculty to encourage students to attend and also consider dropping by to support our students and visiting industrial partners.

This year the Engineering Society is again organizing the You're Next! Science and Engineering Career Fair 2011 . It will take place shortly after the break on Thursday, January 13, 2011, 10am – 4pm. Scholarships for Advanced Masters in Structural Analysis of Monuments and Historical Constructions

SCHOLARSHIPS FOR THE ADVANCED MASTERS IN STRUCTURAL ANALYSIS OF MONUMENTS AND HISTORICAL CONSTRUCTIONS

Applications for the Advanced Masters in Structural Analysis of Monuments and Historical Constructions, approved and financially sponsored by the European Commission within the framework of the Erasmus Mundus Programme, have just opened.

This Master Course is organized by a Consortium of leading European Universities/Research Institutions in the field, composed by University of Minho (coordinating institution, Portugal), the Technical University of Catalonia (Spain), the Czech Technical University in Prague (Czech Republic), the University of Padua (Italy) and the Institute of Theoretical and Applied Mechanics of the Czech Academy of Sciences (Czech Republic). The course combines the most recent advances in research and development with practical applications.

A significant number of scholarships, ranging from 4000 to 24000 Euro, are available to students of any nationality.

The Consortium is also available to host outstanding third-country scholars who are interested in contributing to the Master Course Programme. Interested third-country scholars may receive scholarships for teaching and research activities for a period of up to three months.

SSHRC's Brent Herbert-Copley, Vice President, Grants and Fellowships, and Gail Zboch, Senior Program Officer, Strategic Programs and Joint Initiatives, have kindly agreed to come to the U of T to present information and answer questions. They will offer a brief overview of SSHRC's new program architecture, then focus on:

Partnership Development Grants - Deadline: 25 November 2010 to apply for awards of $75,000 to $200,000, to:
• develop research and related activities in the social sciences and humanities, including knowledge mobilization and the meaningful involvement of students and new scholars, by fostering new research partnership activities involving existing and/or potential partners; or
• design and test new partnership approaches for research and/or related activities that may result in best practices or models that either can be adapted by others or have the potential to be scaled up at a regional, national or international level.

Partnership Grants (LOI) - Deadline: 31 January 2011 for Letters of Intent applying for up to $20,000 to develop a full proposal for up to $2.5M, to:
• support new or existing formal partnerships that advance research and/or knowledge mobilization in the social sciences and humanities through mutual co-operation and sharing of intellectual leadership, as well as through resources as evidenced by cash and/or in-kind contributions

We would like to have broad, strong U of T participation in both these programs. This information session is an excellent opportunity to deepen your understanding of these new programs, their objectives and adjudication criteria, and to obtain clear answers to specific questions as you develop or consider developing a submission.

The Office of Research Ethics is pleased to announce the following workshops to address all types of research involving human participants in the social sciences, humanities, and education:

MITACS: Three calls for proposals

We are writing to inform you about three current calls for proposals at MITACS:

1. For Postdoctoral Fellows (MITACS Elevate):
MITACS Elevate provides fellowships for PDFs to work collaboratively with an industrial partner (valued at $65,000) or to work at initiating an industrial collaboration (valued at $55,000). (click here for more information)
Deadline: November 1st, 2010

2. For Masters and PhD students (MITACS Accelerate):
This call for proposals is for Masters and PhD students through the MITACS Accelerate program. This opportunity offers graduate students enrolled at a Canadian university a 4 month industrial research-based internship valued at $15,000. An industry partner contribution of $7,500 is required and financial assistance through IRAP is available to a limited number of small and medium size enterprises (SMEs). Deadline: November 1st, 2010

3. For Networking and Training Events support (MITACS NTT):
MITACS has funding available to support both networking and technical training events in all academic disciplines. (click here for more information)
Deadline: January 4th, 2011

ISISE: WELCOME II – Promoting the return of researchers to the European Research Area

The Institute for Sustainability and Innovation in Structural Engineering (www.isise.net) is looking for possible candidates for joint applications to the call below, directed to postdoctoral researchers from the European Union residing outside Europe for the last three years. The Institute gathers about 25 PhD members and over 60 PhD students, with a proven record of internationalization, contracted research, cooperation with industry and international leadership in selected fields. ISISE is organized in three Research Groups, related to Historical and masonry, Steel and mixed, and Concrete construction technologies.
Eligible candidates should contact the Head of ISISE, Prof. Paulo B. Lourenço (pbl@civil.uminho.pt), before October 30.

WELCOME II – Promoting the return of researchers to the European Research Area

The Fundação para a Ciência e a Tecnologia (Foundation for Science and Technology) will soon launch the WELCOME II Programme, allowing Post-doc researchers of any Member State/Associated Country nationality living and carrying out research for the past 3 years in Third Countries (such as USA, Japan or China) to join institutions in Portugal, by signing 3-year employment contracts with their host institution.

EU Member States:
Austria, Belgium, Bulgaria, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden and United Kingdom.

FP7 Associated Countries:
Croatia, Rep. Macedonia, Iceland, Israel, Liechtenstein, Norway, Serbia, Switzerland, Turkey, Albania, Montenegro and Bosnia-Herzegovina.

Applications should be submitted jointly by the host institution and the individual researcher. All fields are eligible and research topics can be freely decided upon. Applications are assessed by independent peer reviewers.

Call launch: 1 October 2010
Deadline: 12 December 2010
