Doctoral Expansion Incentive Fund

Graduate expansion is critically important for the success of the University of Toronto in marking itself off as a research and graduate intensive university. We currently have a brief window to participate in provincially-funded graduate enrolment growth for domestic students.

In order to fully take advantage of this expansion opportunity, we will be increasing the funding provided through the Doctoral Expansion Incentive Fund to assist departments with domestic doctoral stream enrolment growth.

Funding will be increased from $3,000 per student to $5,000 per student and will be provided for doctoral (including PhD, EdD, DMA, SJD, and first-year doctoral stream masters) enrolment growth over fall 2012. Incentive funding will apply only for growth up to approved targets; it is not intended to override the divisional allocation of Phase 3 expansion spaces.

The revised terms of the Fund are as follows:
*     Funding will be provided at the rate of $5,000 per year for each BIU-eligible doctoral or first-year doctoral stream masters FTE above fall 2012 actual enrolment numbers, up to the division's assigned growth target;
*     The level of funding attained in 2016-17 will continue in base, provided enrolments continue to be at or above fall 2012;
*     Funds will be transferred directly to departments in February of each year, after the enrolment counts have been finalized;
*     Multi-department faculties will leave 100% of the incentive funding in the department;
*     The calculation of the number of students for whom funding will be provided under this program will be done at the level of individual graduate units, and only those units with increases in doctoral or first-year doctoral stream masters enrolment will be included.  This should enable divisional leaders to assure graduate units that they will receive funding based on their own achievement, whatever happens in other graduate units;
*     Divisions have flexibility in how these funds are deployed, as long as the monies are used for graduate student support - this can include funding packages, student space, conferences, travel, and so on;
*     The funds for the DEIF are derived from the University's operating budget. Our long-term goal continues to be to attract external funds, either from government scholarships or through fund-raising, to provide this crucial form of support for our students.

With respect to the vital matter of international graduate students, a memo will go out next week, expanding the Provost's PhD Enhancement Fund (PPEF) for securing funding for these students.

Report on the Administrative Review of Category 5 and 6 Ancillary Fees

The administrative review of fees charged to students at the University of Toronto pursuant to Categories 5 and 6 of the Policy on Ancillary Fees has now been completed.  The report is available on the website at: 

We encourage broad distribution of the report. It is critical that faculty and staff involved in processes related to ancillary fees are fully aware of the University's policy and the findings contained in this report.

The purpose of the review was to examine fees to ensure compliance with the relevant policies and guidelines. The review was launched in June 2012 and involved written feedback and extensive consultation.  Responses to the review received from academic and administrative divisions indicate that there are a very limited number of cases where ancillary fees may not have been in compliance with Ministry guidelines. While fees were found to be compliant, there are a number of instances where administrative clean-up or improved communication is required.  The administration is working with divisions to ensure such issues are addressed before the 2013-14 ancillary fee schedules are finalized.

RE:          Division of the Vice-President Research & Innovation (VPRI) - Staffing Update

This is to provide you with an update on some changes in key positions within the VPRI that have occurred over the past few months.  A full listing of VPRI staff is available here on the Research & Innovation website.

We are moving forward with essentially the same structure that I established soon after taking up the role of Vice-President, Research.  My own office, the Office of the Vice-President Research and Innovation (OVPRI) exists to enhance the U of T’s impact in research and innovation through enabling new strategic initiatives that promote fundamental scholarship, discovery and multidisciplinary cultural, social and technological innovation.  The office comprises:

·         Two small units:  Strategic Initiatives focused on Awards & Honours and institutional research advocacy initiatives, and Research Communications to help promote the University research and innovation successes

·         Prof. Peter Lewis, Associate Vice-President, Global Research Partnerships who cultivates strategic research alliances with private sector entities and peer institutions internationally

·         Prof. Lorraine Ferris as Special Advisor, Research Ethics and Integrity – a natural complement to her academic endeavors and her role as Associate Vice-Provost, Health Sciences Policy and Strategy

·         Ms. Judith Chadwick, Assistant Vice-President, Research Services and Portfolio Operations working closely with me on matters pertaining to our provincial and national research environment and, in addition, overseeing portfolio budget and operations


The VPRI portfolio carries out the bulk of its operational responsibilities through three “pillar” offices, each led by an Executive Director.  Each office has a specific service mission within the University, as outlined below.  The Executive Directors, together with the Associate and Assistant Vice-Presidents and the Special Advisor, constitute my executive team and strategize, in consultation with their teams and with you, on advancing the University’s research mission.


The mission of the Research Services Office (RSO) is to facilitate faculty success in a broad range of regular, high volume domestic and international research funding programs; coordinate of the University's participation in major, institutional strategic research competitions; collect & analyze institutional research performance data; and develop tools to assist the U of T research community in their research administration activities. Ms. MayLiza Baak has recently taken up the role of Executive Director, RSO after 25 years at U of T, the last 14 of which have been in positions of increasing responsibility within VPRI.  Judith Chadwick, Assistant Vice-President, retains strategic oversight of RSO.

The Innovations and Partnerships Office (IPO) is focused on building successful partnerships between industry and the U of T research community and managing U of T’s portfolio of intellectual property, turning ideas and innovations into products, services, companies and jobs. The Executive Director, Dr. Derek Newton, joined the University in June 2012.  Derek came to us with extensive experience in research and research advocacy from Western University and, prior to that, the Ontario Genomics Institute.  Peter Lewis and I work closely with Derek on cultivating productive relationships with industry partners, locally nationally and internationally and on commercialization initiatives with MaRS Innovation (MI).

The Research Oversight and Compliance Office (ROCO) was established to ensure financial and ethical compliance with the highest standard sponsor terms and University policies through training and outreach to build awareness, re-engineering processes to reduce exposures, reviewing and validating transactions and building an integrated foundation in risk management for the University’s research community.  William Ballios joined the University in September 2012 having previously worked in senior positions at Nortel and the Ontario Centres of Excellence.  Professor Lorraine Ferris provides ROCO with academic leadership on matters of research ethics and integrity.

(a.) Review

The Terms of Reference for the Office of the Ombudsperson (2010) state that “The Office of the Ombudsperson shall be reviewed on a regular basis.”

Professor Emerita Joan E. Foley was appointed as University Ombudsperson for a three-year term from July 1, 2007 to June 30, 2010 and re-appointed for a subsequent three-year term to June 30, 2013.

At its December 13, 2012 meeting, the Governing Council established a committee of members of the Governing Council to review the Office of the University Ombudsperson, with the following terms of reference:

(a) to review the status and progress of the Office of the Ombudsperson in the light of the recommendations of the Report of the Committee to Review the Office of the University Ombudsperson, 2009-2010, approved by the Governing Council on January 21, 2010, in particular: the awareness of the Office by members of the University community across the three campuses; the communication of its services on the student portal and in electronic newsletters, as well as through vehicles maintained by the academic divisions;

(b) to review the effectiveness of the operations of the Office of the Ombudsperson from July 1, 2010; and

(c) to make recommendations concerning the appointment of an Ombudsperson.

The membership of the review committee consists of the following members of the Governing Council:

We are very pleased to announce that the tentative agreement reached between the University and CUPE Local 3902 Unit 3 bargaining teams on Friday, January 18, 2013, has now been ratified by CUPE Local 3902 Unit 3 members. The agreement will be presented to Business Board for information purposes at the next regularly scheduled meeting. The Memorandum of Agreement will be posted imminently and the Labour Relations team will begin scheduling information meetings to discuss the details of the agreement.

Acting Director, Office of the Dean: Sandra Walker

Dear Colleagues

I am pleased to announce that Sandra Walker will be taking on the role of Acting Director, Office of the Dean during Christina da Rocha-Feeley’s maternity leave, which begins on February 21. Sandy re-joined the Faculty in 2007 as Manager of Operations at IBBME where she is responsible for the coordination and management of all non-scientific services including finances, human resources, communications, facilities, alumni relations and special events. She is a long-time U of T employee, and has worked for the University since 1998, spending most of her time working in various areas of the Faculty of Applied Science and Engineering.

Sandy is currently transitioning into the role on a 50% basis and will begin taking on more duties in the coming weeks. She can be reached at director.fase@ecf.utoronto.ca.

Christina will be returning on September 9 and Sandy will stay on at the Dean’s Office until October 31.

ICT green application challenge for smart sustainable cities

In support of the “World Environment Day” (WED) and to follow up on the Paris Call to Action on “Smart Sustainable Cities”, ITU and Telefónica have announced a Green ICT Application Challenge to uncover innovative ICT approaches and applications towards addressing global environmental issues in cities and urban areas.




The submission period begins on 20 December 2012 at 12:00 PM Central European Time (“CET”) and ends on 31 May 2013 at 12:00 PM CET.

Governing Council Elections

i. All four Teaching Staff seats for Constituencies IC (Faculty of Arts and Science (FAS) - Physical Sciences – one seat), IV (Faculty of Applied Science and Engineering – one seat) and V (Faculty of Medicine – two seats) have been filled by acclamation.

ii. One Student seat for part-time undergraduate students has been filled by acclamation. Nominations will re-open for the other part-time undergraduate seat on Monday, January 21, 2013. The deadline to submit nominations is Friday, January 25, 2013. Nomination forms will be available as of January 21st from the Office of the Governing Council or online at: http://www.governingcouncil.utoronto.ca/Governing_Council/elections.htm.

An election for six student seats will also be held between Monday, February 11 and Friday, February 22, 2013.

Full-time undergraduate trainees registered in the Faculty of Arts and Science, University of Toronto Mississauga, University of Toronto Scarborough, and the Professional Faculties (excluding postgraduate medical trainees), part-time undergraduate students and graduate students will be able to vote on ROSI. Information will be sent to students by e-mail at a later date. Online votes must be cast by 5:00 p.m. on February 22, 2013.

Postgraduate medical trainees will be able to vote using paper ballots. Ballots will be mailed to students during the week of February 1, 2013 and must be returned by February 22, 2013 at 5:00 p.m. Trainees should be directed to contact me if they are entitled to participate in the elections but do not receive a paper ballot in the mail.

iii. The Administrative staff election will be held online between Monday, February 11 and Friday, February 22, 2013. The Highway Infrastructure Innovation Funding Program funds research at Ontario colleges and universities to encourage applied research in transportation infrastructure in Ontario. This program solicits innovations from Institutions to assist the Ministry in meeting our current and future challenges, and to encourage undergraduate and graduate research in transportation and infrastructure engineering.

The HIIFP challenges Ontario's academic community to contribute to transportation infrastructure solutions in a number of areas including traffic operations, intelligent transportation systems, engineering materials, highway design, environmental, geomatics, bridges, construction and maintenance.

Funding Opportunity: Grand Challenges Canada Stars Round 5

My name is Ken Simiyu, a Program Officer at Grand Challenges Canada which is funded by the Government of Canada. We are based in Toronto.

I would like to take this opportunity to let you know of Round 5 of our Stars in global health program, which is a funding opportunity that may interest your colleagues (My apologies if you already have received this communication or know about our program).

Applicants apply for $100,000 seed grants which can later be scaled with a grant of up to $ 1,000,000.

In Round 3 of our program we received about 300 applications from all over the world and selected 68. Round 4 results will be released late January but we anticipate awarding between 70-100 grants out of the 450 that applied.

The deadline for application for Round 5 is February 6, 2013.

The application process is extremely simple. It consists of a two-page concept with a two-minute video.

Appointment: Allison Van Beek - Instructional Technology Specialist

We are delighted to welcome Allison Van Beek, our new Instructional Technology Specialist in the Faculty of Applied Science and Engineering.


Her educational background is in Information Studies, which sparked her interest for using technology as a tool in the classroom. Allison joins us from the Faculty of Medicine where she designed systems and websites with a focus on usability and user experience. During her five years at UofT, Allison has promoted and supported a number of technologies used in an educational setting, including Blackboard, Echo360 (lecture capture), Moodle, Wordpress, survey tools, blogs and wikis. She is also an expert on Drupal.

Allison can help you sort through the sometimes overwhelming selection of new (and established) educational technology offerings and can assist you in selecting a good match for your pedagogical needs or help you implement new features to your existing tools.

Nominations for election to seats on the Governing Council and the Academic Board are now being accepted until 5:00 p.m. on Tuesday, January 15, 2013. Governing Council

The Governing Council is the senior governing body of the University responsible for overseeing the academic, business, and student affairs of the University. Membership includes the Chancellor, the President, 8 alumni, 12 teaching staff, 8 students, 2 administrative staff, 16 government appointees, and 2 Presidential appointees. Members of the Governing Council serve as volunteers.

Governors are collectively and individually stewards of the University and are asked to contribute to decisions that affect the University’s current and future achievements. Not only do elected governors contribute to the advancement of the University's goals and objectives, they have an opportunity to find out a great deal about university issues and processes, such as, institutional budgeting, strategic planning, and academic and non-academic policy making. The Governing Council is responsible for overseeing the University's strategic direction, finances, human resources, capital expenditures and infrastructure, academic quality, and the student experience.

I. Nominations will be accepted for 1 administrative staff, 8 student and 4 teaching staff seats between Tuesday, January 8 and Tuesday, January 15, 2013.

• 1 administrative staff seat for a three-year term (July 1, 2013 to June 30, 2016)

• 4 full-time undergraduate student seats, each for a one-year term (July 1, 2013 to June 30, 2014)

• 2 part-time undergraduate student seats, each for a one-year term (July 1, 2013 to June 30, 2014)

• 2 graduate student seats, each for a one-year term (July 1, 2013 to June 30, 2014)

• 4 teaching staff seats, each for a three-year term (July 1, 2013 to June 30, 2016)

Academic Board

The Academic Board is composed of 121 members, 50 of whom are elected teaching staff. The Board is responsible for such matters as admissions and awards policies; establishment of new academic programs; establishment, termination, or restructuring of academic units; academic appointments policy; budget guidelines and annual budgets; capital plans and projects; curriculum and academic regulations; academic discipline; and research policy.

I. Nominations for the following 17 teaching staff seats will be accepted between Tuesday, January 8 and Tuesday, January 15, 2013, each for a three-year term (July 1, 2013 to June 30, 2016):

• Applied Science and Engineering: 1 seat

• Architecture, Landscape, and Design: 1 seat

Ethical Conduct of Research

The University of Toronto has recently signed the agreement with the Tri-Agency (Canadian Institutes of Health Research, Social Sciences and Humanities Research Council of Canada and Natural Sciences and Engineering Research Council of Canada) which allows us to continue administering Tri-Agency funds. All eligible Canadian institutions wanting to administer Tri-Agency funds will be signing this agreement. In essence, the agreement codifies, clarifies and harmonizes the roles and responsibilities of the Tri-Agency and of institutions in the management of federal grants and awards.

At this time, we want to remind our research community of the following:

a. The Tri-Agency Framework: Responsible Conduct of Research. This articulates the tri-agency research integrity policy, agency policies, and processes and procedures for dealing with allegations of policy breaches (including research misconduct). All those applying for and receiving tri-agency funds should be familiar with this Framework.

b. The Tri-Council Statement Policy Statement on Ethical Conduct for Research Involving Humans;

c. The guidelines of the Canadian Council on Animal Care (CCAC);

d. The University’s Policy on Ethical Conduct in Research that sets “the highest standards of ethical conduct in every aspect of research including applications, proposals, the research itself, reports and publications” as an expectation of all members of the University;

e. The University’s Framework to Address Allegations of Research Misconduct that ensures University policies and procedures remain consistent with best practices and the expectations of the Tri-Agency. The University’s Framework defines research misconduct as “any research practice that deviates seriously from the commonly accepted ethics/integrity standards or practices of the relevant research community and includes but is not limited to intentional fabrication, falsification, and plagiarism as defined by the University’s Code of Behaviour on Academic Matters. However, in the latter respect, due latitude is given for honest errors, honest differences in methodology, interpretation or judgment, or divergent paradigms in science; what is at issue are genuine breaches of the integrity of the research process.”

We expect our academic community to be knowledgeable about these relevant policies/documents concerning academic/scientific integrity. Therefore, we ask the following of you:

1. Bring the above policies/documents to the attention of your divisions at the Council level and also to the attention of Departments with the request that they circulate this information to all their faculty;

2. Initiate and promote discipline-specific discussion about standards and expectations, including but not limited to misleading publications including self-plagiarism.

3. Encourage all faculty to bring research integrity and ethics issues to the attention of their research students.

The Provost and the Vice-President, Research and Innovation will be tabling this at upcoming P&D and PDAD&C meetings.
